Unlike documents sent through the postal service which is governed
by the laws of the country as well as by international treaties, documents
being transferred over the Internet do not, at present, have any such
governing laws. Then there are other uncertainties associated with
using the electronic postal service. For instance, are digital signatures
a valid way of signing correspondence? Which law would apply in case
of a dispute? It is imperative that these legal uncertainties are removed,
if electronic transfer of documents has to gain acceptance in the
business world. The Rule Book addresses these issues.
The Rule Book can be viewed in two ways: first, as a set of rules to be
followed by all participants. This is achieved by defining the expected
conduct of participants. Secondly it is a legal framework within which
the behavior of each participant can be scrutinized in case of a dispute.
The Rule Book basically has six components:
- Participating Rules
- Messaging Rules
- Security Rules
- Legal Conduct Rules
- Termination Rules
- Laws and Jurisdiction Rule
